Joe Mangrum is an artist who specializes in sand paintings, among other mediums.

He appears in a 2013 episode of Sesame Street, appearing in Murray Monster's "People in Your Neighborhood" segment and showing Murray how he makes sand paintings.

He initially appeared in 2012 making a sand painting at Washington Square Park, New York. The clip aired as a Podcast titled "Stupendous" and Joe's Octopus shaped sand painting was featured in time lapse format.
